HII-TSD, Integrated Mission Solutions Group (Camber Corporation) is currently seeking a Lead Cyber Requirements Analyst to work out of Air Combat Command Headquarters, Joint Base Langley-Eustis, in Hampton, Virginia.

The Lead Cyber Requirements Analyst will function as a Task Lead of up to ten (10) Analysts to provide Requirements Support to the ACC Staff as part of the Cyberspace Superiority Bridge Force for the operational transition of the cyberspace superiority core function and lead command role from Air Force Space Command (AFSPC) to Air Combat Command (ACC).

Duties and Responsibilities (to include but not be limited to the following):

  • Support financial management efforts for PPBE of cyberspace/ISR operations requirements

  • Assist Functional Managers and weapon system FAMs

  • Participate in Site Activation Task Forces (SATAFs), as directed, to support bed-down and the development of programming plans

  • Assist with preparation of AF responses to the Joint Requirements Oversight Council (JROC) IAW Joint Capabilities Integration and Development System (JCIDS) Manual

  • Support modernization and sustainment planning across MAJCOMs and agencies, and in coordination with system program managers (SPMs) and Headquarters AF (HAF) functional offices

  • Assist the ACC Government lead in the PPBE of resources to establish depot capabilities and sustain weapon systems under Centralized Asset Management (CAM)

  • Recommend appropriate operational and support agency representation in the requirements and/or upgrade/modification process

  • Coordinate the development of Minimum Essential Systems Listings (MESLs)

  • Support oversight of weapon system configuration following established Major Command (MAJCOM) and weapon system SPM procedures

  • Support establishment of standards, tasks, and formal training requirements for both operations and maintenance (O&M)

  • Support establishment of minimum Readiness Spares Package standards

  • Assist with authoring weapon system-specific instructions, manuals, and AF/Multi-Service Tactics, Techniques, and Procedures (TTPs) IAW applicable AF, DoD, and Joint policy documents for each appropriate weapons system and capabilities

  • Assist with defining and documenting fielding requirements for execution by the SPM

  • Assist the development and execution of appropriate programming plans that document MAJCOM responsibilities in fielding execution

  • Assist with development of Expectation Management Agreements (EMAs) that detail the desired sustainment capability of and modification plans for weapon systems

  • Maintain and distribute a POC list of stakeholders for every fielding effort to facilitate coordination and communication with the SPM and the gaining unit(s)

  • Assist with development and execution of appropriate programming plans that document command responsibilities for weapon systems

  • Assist the development and coordination of training plans IAW AFI 36-2251

  • Conduct analysis, to include CBAs and AoAs, to support USG requirements

  • Support the production and presentation of cost capability analysis. Provide results to appropriate requirements and acquisition forums for inclusion in AoA Final Reports, Capability Development Document (CDDs), and Capability Production Document (CPDs) capturing all interrelated systems needed to accomplish the mission

  • Coordinate intelligence-sensitive programs/initiatives with the supporting intelligence representatives to detail the future threat environment and assess the extent of intelligence supportability, mission data, and infrastructure support that is required for the capability to be fully fielded and sustained

  • Assist with the development of required briefings for various requirements boards, such as Air Force Requirements Review Groups (AFRRGs), Air Force Requirements Oversight Council (AFROCs), Functional Capabilities Boards (FCBs), Joint Capabilities Boards (JCBs), and JROCs

  • Support forecasting of requirement events

  • Assist the development of modification requests IAW AFI 63-138 for assigned weapon systems

  • Participate in High-Performance Teams (HPTs) for operational capability document development and provide consultation to ACC Government lead on HPT membership

Qualifications and Experience:


  • Knowledge of United States Government (USG) principles, methodologies, and approaches used in Resource Management, Budgeting, and Acquisitions that support cyberspace requirements

  • Minimum of four (4) years of experience preparing, planning, and executing USG or corporate financial strategies

  • Ability to perform tasks as outlined in Duties and Responsibilities above and serve as Task Lead of up to ten (10) total analysts performing these duties and responsibilities

  • Ability to communicate effectively through written and verbal skills and must be able to communicate with external organizations, agencies, and entities to gain additional documentation or program knowledge

  • Ability to use MS Office and gain proficiency in the use of enterprise information sharing web applications (e.g. SharePoint, Task Management Tool (TMT), and Management Internal Control Toolset (MICT), if required)

  • Ability to build, manage, maintain, and update information systems to include but not limited to Microsoft Outlook, and SharePoint site, as well as build and maintain office continuity repositories, schedule conferences, develop meeting agendas and travel plans, coordinate office telecoms, briefings, conference development, and special projects, as required

  • Ability to perform administrative functions to create, distribute, use, and dispose of official/classified media while accomplishing, maintaining, adhering, and performing records management functions

  • Prior Joint/HAF/MAJCOM/COCOM staff action officer (AO) experience

  • Experience in PPBE, JROC, JCIDS, CAM, MESLs, Readiness Spares, EMAs, CBAs, and AoAs

  • Minimum of four (4) years’ experience developing USG or corporate sustainment and execution plan(s)

  • Bachelor’s Degree


  • Prior military, civil service and/or contractor experience on the AFSPACE, 24thAir Force, Headquarters, Air Force or ACC Headquarters Staff

  • Two (2) years experience in the Cyber career field

  • Completion of Cyber Awareness Challenge Course for the Intelligence Community

  • DAU Acquisition Level II certification (or industry equivalent)

  • Master’s Degree


  • US Citizenship required

  • The selected applicant will be subject to a security investigation and must meet eligibility requirements for access to classified information

  • Must possess and maintain a US Government security clearance at the Top Secret/Secure Compartmented Information (SCI) level
